QLD:Woman found crawling in clinic car park
Queensland Premier ANNA BLIGH says the treatment of an elderly woman, found crawling
on the ground after being left to wait for an ambulance in the car park of a Brisbane
health clinic, is completely unacceptable.
Ms BLIGH says nobody should ever be left in those circumstances and it was right for
Queensland Health to issue and apology.
She says unfortunately in this case someone has made a very bad judgment.
The Courier-Mail reports the woman, believed to be in her 80s, was found in the car
park of the Redland Health Service Centre at Cleveland, on July 25.
The Metro South Health District has since sent the woman a written apology and steps
have been taken to reinforce proper procedures.

FED:Swan vows 2012 surplus despite revenue hit
CANBERRA, April 10 AAP - The budget will return to surplus in 2012 despite new figures
showing a $4.5 billion shortfall in revenue from company and personal income tax revenue,
Treasurer Wayne Swan says.
The federal government is preparing the electorate for a tough May budget by giving
more detail about how the summer floods had hit budget projections.
Mr Swan on Sunday released new figures showing Commonwealth tax collections had fallen
short by $4.5 billion over the first eight months of this financial year.
Personal income tax collections are down by about $1 billion while business tax collections
are $3 billion lower than expected, compared with Treasury's mid-year economic and fiscal
outlook forecasts released in November.
"The summer's natural disasters, continued consumer caution, the subdued recovery in
household wealth, and the higher dollar are all weighing heavily on government revenues,"
Mr Swan said in an economic note.
"These factors mean that tax receipts from businesses and wage earners are lower than
was expected when we put together the mid-year budget update late last year."
Softer capital gains, from a sharemarket still below pre-global financial crisis levels,
was a major factor in the company tax revenue drop, Mr Swan said.
Still, the treasurer said the government was committed to returning the budget to surplus
in 2012/13, as promised during the election.
"Losing big slabs of revenue like this, of course, makes it even tougher to get back
to surplus as planned, but were determined to make the difficult decisions to meet that
commitment," he said.
Earlier, Finance Minister Penny Wong reiterated the need for a tough budget.
"It won't necessarily be a popular budget but it will be a budget that's very focused
on the short and long-term needs of the economy," she told ABC Television on Sunday.
"We've got some short-term softness and that's as a result of a number of factors."
Senator Wong rejected a suggestion the government's aim of getting the budget back
into surplus by 2012/13 was a political benchmark.
"I don't agree with that," she said.

FED:No handouts for farmers, says union
CANBERRA, Dec 20 AAP - Any plan for the Murray-Darling Basin should encourage investment
in regional Australia, rather than just delivering handouts, the Australian Workers Union
says.
In a submission to a parliamentary inquiry, the union has urged for the future basin
plan to rely heavily on added infrastructure to help out farmers.
"The sector does not need handouts and protection," union secretary Paul Howes said
in a statement.
"It needs to encourage top-tier productive sustainable farm management practices by
attracting investment, retaining skilled workers, attracting new workers and a commitment
to skill and train."
Mr Howes said it was imperative to have the farming sector stand on its own feet, particular
coming out of drought.
Infrastructure to improve water efficiency and developing sustainable communities will
also be key.
"This is surest way for the whole sector to stand on its own feet, recover from drought
and thrive in the years ahead."
Submissions to the inquiry investigating the regional impacts of the plan are due to
close on Monday.
It has so far received some 160 submissions.

The federal government is to draw up a national population strategy .. after growing
concerns the number of Australians will rise to unsustainable levels.
Prime Minister KEVIN RUDD says TONY BURKE will be Australia's first population minister.
Mr Rudd says many Australians have legitimate concerns about the sustainability of
the population levels in different parts of the country.
He says an early priority in developing the strategy will be identifying how regional
areas could be developed .. the social and economic infrastructure Australia will need
in the future .. and examine the challenges for the environment .. water and urban congestion.

WA: Gorgon to lead nation's biggest carbon injection effort

PERTH, Aug 21 AAP - A pioneering geosequestration effort will go hand in hand with
the nation's biggest-ever resource project.
ExxonMobil has already agreed up $75 billion worth of contracts to supply India and
China with liquefied natural gas (LNG) from the Chevron-led Gorgon project at Barrow Island,
off Western Australia's Pilbara coast.
And that accounts for just a quarter of the development's potential output of 15 million
tonnes of LNG per year.
Economic consultants estimate the Gorgon development will be worth $33 billion in sales
of locally made goods and services, and generate government revenue of almost $40 billion
over the first 30 years of its operation.
It would boost Australia's gross domestic product (GDP) by $64.3 billion over the same
period, creating 6,000 new jobs during the construction phase and around 3,500 thereafter.
But the project comes with an unwanted legacy - millions of tonnes of carbon dioxide
which must be separated during the process.
It's estimated that for every million tonnes of gas extracted there will be an average
70,000 tonnes of CO2.
When the plant is running at capacity, Chevron plans to inject about 3.5 million tonnes
of CO2 each year into rocks 2.3 kilometres below Barrow Island, through three or four
wells on the surface of the A Class Reserve.
The plan is to sequester 120 million tonnes per annum (mtpa) over the life of the project,
storing the gas in a huge underground reservoir measuring up to five kilometres in width.
Estimated to cost more than $1 billion, it will be the biggest project of its type
ever undertaken, although BP is preparing for a larger scale carbon geosequestration project
in Alaska.
The process involves injecting the carbon dioxide into the porous space of the rocks,
in which the CO2 is trapped, pushing the water contained in the rocks further out of the
reservoir.
In Victoria, the technology has been successfully trialled at the Otway gas project,
where the CO2 Co-operative Research Centre (CRC) has successfully injected 60,000 tonnes
of carbon dioxide into an underground reservoir.
The process is successfully used commercially in Norway in the North Sea, but is not
well understood by the broader public.
CO2 CRC chief executive Peter cook said the Otway project had given researchers a lot
of confidence a larger scale project such as Gorgon was achievable.
He said Chevron had done a lot of drilling, understood the rocks pretty well and had
identified a number of seals above the reservoir into which the CO2 would be pumped.
"It's important to realise that you are not actually putting the CO2 into a great big
cavern. It's not into a cavern, it's into a very porous rock," Dr Cook said.
Careful monitoring during the injection period would allow Chevron to understand how
the reservoir was behaving and use the history of the behaviour to extrapolate what would
happen over hundreds of years, Dr Cook said.
"We do understand that the rocks can hold it," Dr Cook said.
"The same rocks hold gas and oil for millions of years.
"It's not actually going to whiz off."
Curtin University petroleum engineering head Brian Evans, who was involved in the first
phases of the Gorgon due diligence review, said Gorgon's carbon geosequestration would
be deeper than any other reservoir.
He said it would surpass the 1mtpa injected in Norway at the Snohvit project in the North Sea.
While there was confidence the technology works there could always be surprises, Prof Evan said.
"There's always ifs and buts. The biggest if is what if the CO2 gas finds a fault which
was unexpected?" he said.
"But then Chevron have found a control in terms of monitoring the CO2 that might move
and have systems in place to push it down through the fault, so to speak, using pressure.
"If you get a sudden leak of gas through a fault which is unexpected all you have to
do is increase the pressure of the water within that fault that the gas is replacing and
the water, because it's heavier than the gas, pushes the gas back down from where it came.
"We don't like that practice and the reason for it is that it means that you didn't
really know your reservoir.
"Well, no one is saying that you know your reservoir 2.3km down there."
Barrow Island has a number of nearby geological faults, the largest one, the Barrow
Fault, has leaked hydrocarbon sometime in the last 10,000 years.
Chevron are understood to be steering clear of the Barrow Fault just in case.
The fault also seals a billion barrels of oil below Barrow Island's surface.
Prof Evans said fail safe systems were in place to deal with any "surprises".
"Within the bounds of being able to handle some surprises we feel, generally, the industry
feels it can handle these surprises and have systems in place to do this," he said.
"The confidence is there. This is a stable treatment."
Chevron, which has already invested $150 million on investigating and developing the
injection project, says the cost per tonne of sequestering CO2 is less expensive than
the alternatives.
Curtin Business School Professor of Energy Economics Ronald Ripple says the cost of
the sequestration component of the project is "significant".
"But when you think about the magnitude of this project it doesn't seem to be disproportionately
large," Prof Ripple said.
He said the Gorgon sequestration project would be different to a lot of similar schemes
around the world.
"From that perspective the project at Gorgon is a major environmental step forward
in that they are not simply going to produce and vent, they are going to capture the CO2
and store it," he said.
The sequestration project notwithstanding, WA Environment Minister Donna Faragher has
signed off on the final environmental approvals for the Barrow Island development, and
federal Environment Minister Peter Garrett's decision appears to be a fait accompli.
Chevron and its joint venture partners ExxonMobil and Shell are set to make an investment
decision by the end of the year.
Mr Garrett's decision will be announced by September 8.

WA: Croc in coastal waters prompts swimming alert
PERTH, April 11 AAP - Saltwater crocodile sightings have sounded alarm bells at a remote
beauty spot on Western Australia's north coast.
Visitors were warned to stay out of the water after the croc was spotted swimming offshore.
WA's Department of Environment and Conservation (DEC) said the three-metre saltie was
originally sighted on Tuesday off Point Maud in Coral Bay and had since been located five
metres offshore at Gnaraloo Bay near Three Mile Camp.
DEC wildlife officers were en route to the area in a bid to catch the croc, which was
found by a spotter plane at 3.30pm (WST) on Saturday.
"We advise all visitors to Gnaraloo Bay to stay out of the water, keep away from the
water's edge and keep a keen look out for the crocodile," DEC Exmouth District Manager
Ray Dejong said.
Mr Dejong said staff at the nearby Gnaraloo sheep station had been alerted and were
working to ensure people in the area were safe, adding the spotter plane would remain
in the air while the DEC wildlife crew travelled to the area.
"Once officers arrive they will take the first practical and safe opportunity to remove
the crocodile from the area by the most appropriate means," he added.

Fed: CASA believes Qanta's safety standards haven't slipped
Australia's aviation watchdog says they have no evidence so far to suggest Qantas's
safety standards have slipped .. despite the airlines recent mid-air emergencies.
CASA has formed a special team to investigate Qantas amid growing concern over the
airline's safety.
Over the next two weeks they will examine issues such as maintenance .. safety systems
and the way in which Qantas has handled the recent incidents.
CASA's PETER GIBSON says they're not concerned about Qantas but says they have to respond
to the concerns.
He says they have no evidence to suggest there are problems within Qantas and says
there are no reasons for the public not to have confidence in the airline.

HEATH LEDGER has been farewelled in an emotional .. moving and at times funny hometown
memorial service attended by Hollywood friends .. including Oscar-winning actress CATE
BLANCHETT.
BLANCHETT .. LEDGER's former partner .. actor MICHELLE WILLIAMS .. supermodel GEMMA
WARD .. and actors BRYAN BROWN .. MICHAEL CATON .. ROSE BYRNE .. SHANE JACOBSEN and JOEL
EDGERTON attended.
His hometown memorial before more than 600 mourners came after two farewells in Los Angeles.
After the memorial LEDGER's family and WILLIAMS went to Fremantle Cemetery .. where
it's understood they held a small .. private cremation service .. while other mourners
gathered for a wake at a popular beachside restaurant in Cottesloe.
LEDGER was found dead in his Manhattan apartment on January 22.
The New York Medical Examiner's Office ruled he died from an accidental overdose of
prescription medications.

A man's been charged with murder .. after the death of a 51-year-old man from injuries
suffered in a fight in Brisbane's south three months ago.
It's alleged the 51-year-old hit his head on a ute and lost consciousness .. after
being pushed during a fight on January 10 in Freeman Road .. Durack.
He died in the Princess Alexandra Hospital yesterday.
A 45-year-old Inala man's been remanded in custody to appear in the Richlands Magistrates
Court tomorrow.

CANBERRA, Dec 6 AAP - Environment Minister Ian Campbell says Peter Garrett will need
to get away from slogans and develop some policies, should the former rock star take over
the environment portfolio in Labor's frontbench reshuffle tomorrow.
Senator Campbell said: "I haven't met Mr Garrett yet but he strikes me, from the speeches
that I've heard him give, to be an intelligent character.
"I think the problem for Mr Garrett, if you have to address climate change and issues
like the River Murray seriously.
"With the River Murray, for example, Mr Garrett and (former Labor leader) Mark Latham
said they were going to deliver 1,500 gigalitres to save the mighty Murray.
"The challenge to (journalists) is to say to Mr Garrett if he does get the nod for
the environment portfolio - and I wish him well in that - where is the 1,500gl coming
from?
"Who are you taking it from and how much are you going to pay for it?"
Senator Campbell recalled that Mr Garret had called for a debate about nuclear power
in a speech to the Sydney Institute.
"(Mr Garrett) was heavied by the ALP factions very rapidly and told 'no, you've got
to stop that'," he said.
"So I think he knows in his mind that we should be talking about nuclear power.
"There is a challenge to the Labor Party, for whoever is their environment spokesman.
"If you're serious about climate change you can't ignore nuclear power."
On his own future after a mooted reshuffle by Prime Minister John Howard, Senator Campbell
sounded confident.
"I'm here for the long haul," he said.
"I've been representing Western Australia for 17 years and I enjoy doing that.
"I look forward to serving for many, many years to come."

Seismologists say an undersea earthquake that caused mass destruction across southern
Asia yesterday was triggered by another quake off the coast of Tasmania last week.
At least 12,600 people are believed dead as a result of yesterday's earthquake and
tsunamis, which hit the coasts of Thailand, Sri Lanka, India, Indonesia and the Maldives,
measuring 9.0 on the Richter scale.

UCSC LOOKS AHEAD WITH INVENTING THE FUTURE OF GAMES.

University research and an enthusiasm for bridging disciplines mark the pathways to the future of games, according to speakers at the first-ever Inventing the Future of Games symposium, held April 15.
More than 250 people from the game industry and academia attended the event at the India Community Center in Milpitas, which featured speeches interspersed with engaging sessions on games and cinema, speaking characters, authoring tools, and games and the future of culture. The symposium was sponsored by the UC Santa Cruz Center for Games and Playable Media.
Will Wright (The Sims), Rod Humble (Second Life) and Michael Mateas (UCSC, Facade) joined session participants Jordan Mechner (Prince of Persia), Emily Short (Galatea), Tracy Fullerton (USC, The Night Journey), Chris Crawford (Balance of Power), Graeme Devine (7th Guest), Ian Bogost (Georgia Tech, Cow Clicker), Chaim Gingold (Spore), Robin Hunicke (BOOM BLOX), and UCSC computer science professors Noah Wardrip-Fruin, Arnav Jhala, Marilyn Walker, and Jim Whitehead in speaking at the event.
Guests got a look at what research in games looks like at UC Santa Cruz as they browsed graduate students' technology demonstration projects, which lined the lobby.
After an introduction by Art Ramirez, dean of the Baskin School of Engineering, UCSC Chancellor George Blumenthal started off the symposium by speaking briefly on the role of university research in game design.
"All of the early games had one thing in common--they came out of research universities and national labs," Blumenthal said, adding later, "UCSC is committed to forward-looking technologies."
It was a theme expanded on by Mateas, associate professor of computer science and director of the Center for Games and Playable Media, in his opening address. Mateas pointed to the innovations other academic fields have contributed to their industry counterparts--from better solar panels to the invention of the Internet.
"In industry, games research is an oxymoron," he said. "The only value is to work on something shipping soon. Games are media, so progress is made by creating things to be experienced."
Mateas explained that his goal is to bring forward the field of computational media, which creates "new tools and approaches that allow you to make games that you couldn't even think of today." Currently, more universities focus on game studies and design research.
"You can't make the Mona Lisa if you only have broken crayons," Mateas said. "You need different tools."
Speaking of art, in a speech on apocryphal game design problems, Linden Labs's Humble said debate about whether games are art has finally been put to rest. Linden Labs runs the virtual world Second Life.
"That's an amazing victory," he exclaimed. "I thought this was going to be the struggle of our lives."
However, he cautioned that becoming a massive art form creates a need for game designers to be responsible.
"I think that games can change human behavior," he said. "I've played games that have changed my entire outlook on life."
Wright, creator of The Sims and Spore, also spoke of games as life-changers, pointing out that we start our lives as children playing games to help us explore and understand reality. The head of game think tank Stupid Fun Club, Wright returned to the idea--first mentioned by Ramirez in his opening comments--that being interdisciplinary is important to the future of games.
"All of the really interesting trends in entertainment are in the intersections," he said, adding that he likes to think of it as "interdisciplinary entertainment."
Wright said that in the future, he can see "people going in as entertainment designers, not game designers, or film directors, or TV producers."
David Yager, dean of the UC Santa Cruz Arts Division, pointed to his work with doctors at Johns Hopkins as an example of what interdisciplinary work can bring to the table.
"My value in a hospital is that I'm not a physician," Yager said. "With the way I see things, I'm able to convey a very different point of view."

Protect your PC from everything
As the name suggests, Onecare is one of the growing breed of software products that claim to offer what is called 'total' protection for your computer. In addition to containing firewall and anti-virus components, Onecare has a spyware killer and a backup program, as well as a system cleaner that will rid your PC of junk files, and a tune-up utility for tweaking it to top performance.
The annual subscription allows it to be used on three computers in the home, and it can be used with both Windows XP and Vista. We tested it with Vista - it's more at home with the newer operating system, and some of the components are built on things that already exist in Vista, such as the Defender anti-spyware tool.
It was easy to install, and the software worked unobtrusively in the background, with few alerts to bother the user, except when necessary (for instance, you get a firewall alert when a new program tries to access the internet). The Onecare icon that appears in the Notification Area changes colour depending on how well the system is protected - to get it to go green it's necessary to follow all the steps listed in the main program window, such as setting up a backup regime.
We found this tricky, because Onecare refused to work with a couple of the external disks we tried. It worked eventually, though, at which point we were given the (literal) green light. The new version of Onecare adds features such as online backup for photos, although this costs a hefty [pounds sterling]39 a year on top of the price of the main product.
Administering the computer and changing settings is easy, but Onecare cleverly makes it hard to change anything by mistake. You can load Onecare onto three computers and the software puts it in what's called the Onecare Circle, which means you can administer any of them from the master computer (so you don't need to physically use a child's computer to change their settings). It also adds clever abilities such as printer sharing to all the computers in the circle (and backing up all the PCs in the circle).

Comtech Telecommunications Corp. announced Tuesday 2007-06-26 that its Tempe, Arizona-based subsidiary, Comtech EF Data Corp., was awarded a $1.0 million order to supply satellite communications equipment to a cellular service provider in Southeast Asia. The equipment will support the expansion of cellular services into remote areas.
The order includes Comtech EF Data's CDM-570/L Satellite Modems and the industry-leading GSM access optimization CX Series products from its subsidiary, Memotec. The combination provides a bandwidth-efficient and scalable backhaul solution for the service provider to cost-effectively expand its subscriber base into less populated areas.
Comtech EF Data's CDM-570/L are entry-level satellite modems that provide industry leading performance and flexibility. Designed to address the market for low-cost terminals, the modems are available with 70/140 MHz or L-band IF and EIA-530/-422, V.35, EIA-232 and G.703 data interfaces. An optional Internet Protocol (IP) Module with 10/100BaseT Ethernet port is available for IP centric applications.
The Memotec CX Series products dramatically reduce the input traffic load from the cellular base station through the modem, enabling significant capital expense and operating expense savings for the cellular operator. When combined with the CDM-570/L Satellite Modems, the CX Series further extends the cellular operator's total cost of ownership savings by up to 50%. This unique Comtech EF Data solution, called "AbisXtender," combines Memotec's GSM base station Abis link optimization and networking capabilities with the advanced forward error correction and modulation of the CDM-570/L Satellite Modems.

AIMSTER FOUNDER APPEALS RULING ON BANKRUPTCY.(BUSINESS)
ALBANY -- John Deep, the Cohoes resident whose Madster file-sharing service was shut down by court order, is fighting to retain his protection under Chapter 13 bankruptcy.
On June 1, not long after his case was dismissed in U.S. Bankruptcy Court in Albany, Deep filed an appeal for reconsideration of the judge's order. Deep, who is representing himself, claimed that the dismissal, among other things, would not serve the interests of legitimate creditors.
Bankruptcy Judge Robert Littlefield dismissed the case May 21. A hearing on Deep's appeal will be held July 8, according to court documents.
Deep has faced protracted legal battles over several years regarding his Aimster and Madster programs, which allowed the sharing of computer files used to trade songs via the Internet. The main attack came from the Recording Industry Association of America, which has gone after software companies and listeners who download music for free.
Deep could not be reached for comment Thursday.

STOCKHOLDER VOTE ADVANCES MTI'S FUEL CELL AMBITIONS
COLONIE -- Shareholders at Thursday's annual meeting of Mechanical Technology Inc. approved a $10 million private placement with Fletcher International Ltd.
The money from the deal, which could end up yielding an additional $28 million, is being used to finance the development and launch of MTI MicroFuel Cells Inc.'s methanol-powered miniature fuel cells.
Fletcher is part of investment adviser Fletcher Asset Management Inc. of New York City.
At the annual meeting, held at The Century House in Latham, MTI also unveiled to investors its new Mobion technology, which has let the company shrink its prototypes and integrate them into portable electronics.
``The Mobion system cracks the code,'' said William Acker, president and chief executive of MTI Micro.
Shares of MTI (Nasdaq: MKTY) closed Thursday at $6.25, up 8 cents.

APPLIED NANOWORKS SELLS NANO-SCALE ABRASIVES
WATERVLIET -- Applied NanoWorks Inc. has begun selling a group of nano-scale abrasives for use in semiconductor manufacturing.
The products, known as Pinnacle AF Nano-Oxides, are smaller than 10 nanometers.
``As semiconductor manufacturers try and squeeze more and more chips onto a wafer, they need to get everything smaller and smaller, which means they need smoother and smoother polishing in order to maintain and improve quality,'' said Eric Burnett, president of Applied NanoWorks.
The company, founded last year, has four employees. It is selling in small amounts -- a kilogram or less -- and is in the process of trying to figure out how to scale its manufacturing to meet future expected demand, he said.
